The Napier inner port redevelopment was completed more than four months ahead of schedule and under budget.

Driven by an increase in the volume of container and cruise ship traffic, the Port of Napier redeveloped its No. 4 Wharf to increase capacity and to reclaim additional storage yard space behind it.

Construction of the new and longer wharf took place over the remains of the original 1946 wharf. The design of the new and longer wharf aimed to increase its load capacity to accommodate modern container handling equipment, as well as its ability to withstand major earthquakes.

Beca assisted the Port of Napier with developing project delivery methodology and undertaking a risk review. In addition, Beca Ports and Coastal developed Principal's Requirements for contract documentation, assisted with negotiation of budgets, and provided ongoing project management.

The wharf structure and reclamation was delivered through a design and construct methodology, using a target estimate model with sharing of risks and rewards. As it developed, the 'open book' nature of the project combined with close working relationships between the contractor, Beca and the Port of Napier engineering team enabled a shorter and more cost-efficient project timeframe.

Further efficiencies were achieved through the skilled management of the works by the contractor, HEB Construction, which led to increased cost savings. This enabled the Port to expand the scope of the first stage of the project while still remaining within budget. Work on an area of reclamation originally scheduled for a future date has been brought forward as a result.

The newly rebuilt and extended wharf was officially opened by the Hon. Steven Joyce, Minister of Transport, on 13th November 2009.
